The official county detention page links it as public inmate information, and the sheriff page links it as the Sampson County inmate search. The roster covers current confinements at the Sampson County Detention Center. It is not a court index, not a background check, and not the NCDAC state prison locator. Sampson County Inmate Profile Fields
A roster result is a public jail profile. It is not a full criminal-history report. The visible card may show a booking photo, demographic code line, date fields, agency code, charges, bond, and docket number. Some cards have missing fields or no charges yet. That can happen because jail, court, and agency data do not all post at the same time.

Sampson County Jail Facilities

Sampson Correctional Institution is in the same county but serves a different role as a state prison. A person arrested locally starts in the county system if held after booking. Sampson County Booking Process
Sampson County publishes enough detail to explain how a booking becomes a public jail record. The detention center has a secure law-enforcement entrance, intake area, Magistrates Office, and attorney visitation area. Detention staff process arrestees, fingerprint and photograph them, conduct security searches, serve warrants on inmates, supervise housing, transport inmates to other facilities, and perform DNA testing for the court system.
The public roster reflects that intake process. A booking card can show the booked date, arresting agency, arrest date and time, mugshot, charges, bond, and docket numbers. The county does not publish a fixed roster refresh rate. A new arrest may appear after processing, and some fields can lag. For release dates, the inmate FAQ says the detention center cannot give them by phone. The inmate receives the release date at booking, and court dates are handled through the Clerk of Court.
The same Fontana Street address for the jail, sheriff, and magistrate reduces some routing confusion, but it does not make every question a jail question. Jail staff handle custody and confinement process. The clerk and court system handle court dates and case records. The magistrate handles early judicial process and release conditions. That division is important when a roster card has a bond line but the court case has moved forward.
Sampson County Visit and Mail Rules
Sampson County Detention Center uses HomeWAV for visitation. Users create an account, then wait for jail administrator approval, which the inmate FAQ says can take up to seven days. The FAQ says in-person visitation is not allowed unless it is for legal purposes by an attorney. That means families should not arrive expecting a lobby social visit.

State Prison Federal and ICE Records
The county roster is not the right tool after a state-prison transfer. NCDAC says its public search covers North Carolina state prison offenders, probationers, parolees, releases, absconders, and historical information back to 1972. It also says NCDAC does not have access to local, county, or city jail records. The NCDAC offender-search page is the correct state entry point.
Federal and immigration records are separate. The BOP locator searches federal inmates from 1982 to present. ICE ODLS searches adult ICE detainees by A-number and country or by biographical data. A Sampson County roster card may show an immigration detainer if the person is still in the county jail, but that does not make Citizen Connect the full ICE custody system.
VINELink is useful when the goal is notification rather than a full record. It can alert registered users to custody-status changes, but it does not replace the roster, clerk, NCDAC, BOP, or ICE source record.
